The Raj kumari Amrit Kaur College of Nursing, New Delhi was established in 1946 with the object of developing model programme in Nursing Education to demonstrate a high standard of Nursing.

 

This College offers B.Sc. (Hons.) Nursing (4 years course), Master of Nursing  (2 years course) and M. Phil in Nursing (1 year for full time and 2 years for part time course).

A programme for Continuing Education was started at the College in 1974 with the aim of offering short-term courses in Clinical Nursing and other subjects to meet the needs of practicing Nurses. The department of continuing Education also holds seminars and workshops in response to request from Nurses in various fields of practice, and annual conference for Principals and State Nursing Superintendents to exchange ideas and plan for the continuous development of Nursing in India.

 

The College has also two distinct service areas providing care to individuals and families.

 

RURAL FIELD TEACHING CENTRE, CHHAWLA:

 

The Rural Field Teaching Centre was established in 1950 for the purpose of providing objective oriented learning experience to the nursing students of the College regarding programme in Community Health Nursing. It covers 8 villages with 15000/16000 population. The Centre provides and integrates comprehensive Health and Family Welfare and Medical Services to these 8 villages.

DETAILED JOB DESCRIPTION OF PRINCIPAL

          

The Principal directs the educational and non-teaching staff of the College in conducting programme in co-ordination with the Professor of Nursing and Vice-Principal.

 

Duties, Tasks and Responsibilities:

 

1.     Financial:

 

 Plans and revises short-term and long-term budget for the College (Plan and  Non-Plan Budget).

ü  Acts as Drawing and Disbursing Officer.

ü  Monitors all College expenditures.

ü  Acts as Controlling Officer for the operation of Private Accounts.

 

2.    Educational:

 

i) Monitors educational programmes of the College.

 

ii) a) Co-ordinates (with Professor of Nursing and Vice-Principal),  the planning, implementation and evaluation of the   programmes.

 

                b)  Co-ordinates with co-ordinator of Continuing Education Department in planning, implementation and evaluation of continuing education programmes.

 

iii) Identifies professional development needs of faculty members and facilitates staff development programme in co-ordination with heads of the departments/programme co-ordinators.

 

iv) Supervises postgraduate and Ph.D. students conducting nursing research.

v)  Participates in teaching of regular nursing educational programmes as well as continuing/in-service education short term programmes.

 

vi)  Acts as:

 

a.     Chairperson of Departmental Promotion Committee (Group ‘C’ selected posts), Committee of Courses, Departmental Research Committee, College Council, Staff Body and Residential Accommodation Committee for campus residential complex as well as quota of quarters from general pool under the Principal.

b.      Member of Academic Council, Faculty of Science Admission Committee, Board of Research Studies and Technical Advisory Committee (TAC) etc.

c.     Superintendent of Examination for all the Delhi University examinations conducted for nursing educational programmes.

JOB DESCRIPTION OF VICE-PRINCIPAL

 

Overview:

 

The Vice-Principal assists Principal in directing the staff (Teaching and non-teaching) of the College in conducting teaching programmes. She assists Principal and Professor of Nursing in assessing, planning, implementing and evaluating educational programmes.

 

Duties, Tasks and Responsibilities:

          

 

1.    Financial:

a)    Assists Principal in carrying out financial activities:

 

i)             In operating Government and Private Accounts

ii)            Planning and Revising Budget

iii)           Monitoring College expenditure

 

b)    In the absence of Principal performs all the functions listed above and also acts as Drawing and Disbursing Officer.

 

 

    2.   Educational:

 

      i.        Assists Principal in monitoring the educational programmes of the College.   

 

a)    Assists Principal and Professor of Nursing in planning, implementation and evaluation of the programmes.

b)    Participates in the conduct of Continuing Education programme and programme for  visitors.

     ii.        Assists Principal in identifying needs for professional development of faculty and facilitates conducts staff development programme.

    iii.        Supervises postgraduate students conducting research.

   iv.        Participates in teaching of various educational programmes.

JOB DESCRIPTION OF PROFESSOR OF NURSING

 

Overview:

 

 The Professor assists all Principal in planning, implementing and evaluating all educational programmes in the College. The Professor initiates and coordinates curriculum planning, implementing and evaluating development curriculum revision and research work in Nursing.

Duties, Tasks and Responsibilities:

 

1.  Academic:

 

      i.        Assists \Principal and coordinates with Vice-principal in monitoring the educational programmes of the College.

     ii.        Coordinates with Principal in conduct of Post-masters' programmes in Nursing.

    iii.           

a.     Coordinate with Principal in planning, implementation and evaluation of  the  educational programmes

b.     Assists in the development, implementation and evaluation of Continuing

 

   iv.        Education Programmes.

    v.        Participates in staff development programmes.

   vi.        Supervises post-graduate student conducting research

  vii.        Participates in teaching in various educational programmes.

 viii.        Acts as:

a.    Member of TAC, Committee of Courses, M.Phil Committee, Coordination Committee etc.

b.    Chairman of College Curriculum Committee.

c.     Overall Incharge in the conduct of admission procedures and final university examination with the assistance from Vice-Principal, Examination Superintendent, and Programme Coordinator.

ix)        Is available for consultation with Vice-Principal for day-to-day academic activities

            of all programmes.

DUTIES AND RESPONSIBILITIES OF THE NURSING STAFF

 

Senior Lecturer in Public Health Nursing:

 

1. Teach Public Health Nursing courses and supervise the field experience.

2. Teach the Public Health aspect in Nursing Education and Nursing Administration  

    courses.

3. Evaluate staff and students in the clinical department.

4. Assist in the practice of teaching.

5. Guide Research Projects.

6. Act as Counsellor.

7. Participate in curriculum development and evaluation.

8. Any other duty assigned by the Principal.

Ø  Participates in planning, organising and conducting teaching the Community Health Nursing courses to B.Sc. (H) Nursing and Master of Nursing students.

Ø  Supervision and guidance of field experience for students and staff of urban and rural community health.

Ø  Guidance and supervision of Research work of M.N. students in Community Health Nursing.

Ø  Co-ordinating and conducting National/local in-service education programmes in Community Health nursing field.

Ø  Conducting, constructing and evaluating the tests, assignments and final examinations for B.Sc. and M.Sc. Programmes in Community Health Nursing.

Ø  Participating in various Committee meetings e.g. Curriculum, Library, External Lecturers, General body selection of External Lecturers.

1. Assists Principal in the overall administration of the College.

2. General administrative duties normally entrusted to an Administrative Officer

5. Monitoring all financial matters and budget including accounts for Private Funds

    (Personal Ledger Account).

6. Check the Cash Books of Government as well as Personal Ledger Accounts.

7. Supervision of maintenance College property.

8. Arranging transport for students and staffs for their classes, hospital and field duties

    etc.

9. Supervise the store activities e.g. purchase, condemnation, maintenance of Central

    Stock Register.

10.Take regular supervisory rounds of College block, hostels and R.F.T.C. and report to   

     Principal.

JOB RESPONSIBILITIES OF OFFICE SUPERINTENDENT:

 

1.    Assisting the Principal and Administrative Officer in administrative activities.

2.    Prepares the duty roster and maintaining the attendance for group C and D employees.

3.    Assisting the Principal in checking accounts papers and contingent bills of Cash Section and checking the bills of S.N.A., Health Office, games, Mess, Store, Library, P.L.A.

4.    Assisting in Budget Planning and Store purchases. Supervising Drivers, Chowkidars and Sweepers.

5.    Assisting in solving problem work of the students and teachers regarding vehicle,

     uniform and other miscellaneous items.

6.    Assisting in CAT Problems, A.C.P. Cases, Promotions, retirements and building

     maintenance etc.

7.    Participating in day-to-day activities e.g. Postal receiving and distributing etc.

8.    Any other duty assigned by Principal, Administrative Officer.

 

 

JOB DESCRIPTION FOR LIBRARIAN AND INFORMATION ASSISTANT:

 

Ø  Assist Principal in purchasing and maintaining of Library materials and inventory including records and reports.

Ø  Classify and cataloguing the Library materials.

Ø  Orienting and helping students, faculty members and visitors.

Ø  Provide reference services regarding library material to all library users and members.

Ø  Updating the current information through magazine, journal, pamphlets, newspaper and newsletters etc.

Ø  Issuing, returning and reservation of important books as per need.

Ø  Maintaining for selective Dissertation information and bibliography data for the library users.

Ø  Supervising library staff working under her.

 

 As regards duties and responsibilities of the office staff is concerned, they have been assigned the work of settlement of Medical Bills, LTC, settlement of leave, establishment, handling of store, Cash etc.

 

 The group ‘D’ staff of the College has been assigned the work of cleanliness, security, preparation and serving of food in the Students’ Hostel Mess etc.

 

c.  The procedure followed in the decision making process, including channels of supervision and accountability:

           

All the important/major issues are discussed at large in the meetings of various committees constituted for different purposes, most of them, under the chairmanship of the Principal and a final discussion is taken by the concerned Committee. As regards, supervision, almost all the departments of the College are being supervised by the respective Department Heads under the guidance of the Principal. As far as the supervision of the whole College is concerned, the Principal looks after the same with the assistance of Administrative Officer/ Office Superintendent.

 

d.       The norms set by it for the discharge of its functions:

 

 Being a central Government institution, the norms set by the Government of India from time to time are being followed by the officers and employees of the College in discharging their duties.

 

e.         The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions:

 

        The institution do not have its separate rules, regulations, instructions etc. Ours, being a central Government institution, the officers and employees working in this institution are bound to discharge their duties as per rules, regulations and instructions laid down by the Government of India.

            The College holds the following categories of documents :

 

1.            Recognition Certificate issued by the Indian Nursing Council.

2.            Affiliation Certificate with the University of Delhi.

3.            Blue Print of the various buildings of the College.

5.            Admission Criteria approved by the Admission Committee of University of Delhi

6.            Proper record of the children having behavioral problems and speech and hearing problems are maintained by the Child Guidance Centre of the College.

 Being a subordinate office of the Ministry of Health and Family Welfare, the College has nothing to do with making of policies etc. The same are made at the Ministry level.

General staff meetings are held periodically during the session and deliberations done by the faculty and/or by individual members, and matters requiring faculty vote are considered at these meetings.

Departmental meetings are held by the teaching staff in each of the departments to plan, organise, implement and evaluate the academic programme. Emergency meeting related to immediate action can be called as per need by the Principal.
