PROCEDURE OF SUBMITTING APPLICATION UNDER RTI ACT

As per provisions of the Right to Information Act 2005, any information falling within the domain of the College and the purview of 'permitted information', may be obtained from the designated Public Information Officer by submitting an application on plain paper, neatly written or typed, along with the prescribed fee of Rs.10/-.  Fee may be deposited in cash in the Cash Section or tendered vide Indian Postal Order/ Demand Draft drawn in favour of Principal, RajkumariAmrit Kaur College of Nursing, payable at New Delhi.

If the applicant seeks copies of some documents as information, he/ she would be required to pay for stationery/photocopy charges separately, as per the Act.

No fee shall be charged from any person who is below poverty line provided a copy of the certificate issued by the appropriate Government authority in this regard is submitted along with the application.

The particulars of its organization, functions & duties.

The RajkumariAmrit Kaur College of Nursing (RAKCON) is a pioneer institute for nursing education in India and South East Asian region offering basic and higher education programmes. It is a subordinate office of The Directorate General of Health Services, Ministry of Health and Family Welfare and academically affiliated to University of Delhi as Department of Nursing under faculty of science. The primary objective of the College is to provide and promote education and research in the field of nursing.

The College was established in 1946 and initially B.Sc. (Hons.) Nursing programme was formulated to train young women as professional nurses for meeting the health needs of the country. In 1959, the University approved the initiation of two years Master of Nursing programme, M. Phil in Nursing was started in 1986 as a foundation course for undertaking doctoral work and in the year 1992, Doctoral programme in nursing was started under Department of Nursing, University of Delhi.

The number of students enrolledis around 350.

Hostel facilityis available for the students.

Besides the regular academic programmes, College also conducts short term courses for nursing personnel through the Department of Continuing Education.

The college is also in process of being established as centre of excellence in Nursing by the Ministry of Health & Family Welfare.

The college is also recognized as a programme study centre by IGNOU (Indira Gandhi National Open University) for conducting post basic B.Sc. Nursing Course.

The college was selected as one of the sub-recipient for the GFATM (Global Fund for AIDS, Tuberculosis and Malaria) project under INC.

The college is situated in South Delhi adjacent to Moolchand Metro Station. The college is having a Rural Field Teaching Centre at Chhawla Village in outer Delhi. The Lady Reading Health School, Bara Hindu Rao, Near Filmistan Cinema, Delhi is also under the administrative control of the college.

The powers and duties of its officers.

Professor cum Principal is the head of the RAKCON and is responsible for appropriate administration and organization of teaching activities in the college.

Teaching

All Educational Programmes curriculums are planned and implemented as per Indian Nursing Council and University of Delhi guidelines by all faculty members.

Administration

To examine proposals on the subjects matters being dealt with in all the sections. The concerned Dealing Assistant submits files/cases related to financial matters to the Accountant and other administrative matters to the Office Superintendent, who is overall in-charge of all the dealing assistants anddisposes off the files giving suitable suggestions on the proposals and submits to the Administrative Officer and Professor cum Principal which is highest level of final disposal.

The procedure followed in the decision making process, including channels of supervision and accountability.

Decisions in various matters are taken by the appropriate authorities of the College under the supervision of Professor cum Principal as per the procedures laid down under various rules and directions of the Government of India and instructions contained in Manual of Office Procedure are followed.

(iv)

The norms set by it for the discharge of its functions.

Being a Government of India’s subordinate office norms and standards for various activities of the college are in line with the rules & regulations of GoI.

(v)

The rules, regulations, instructions, manuals and records, held by it or under its control or used by its employees for discharging its functions.

The rules/regulations as applicable to Central Government Employees and Central Government Offices are used for discharging of its functions.

(vi)

A statement of the categories of the documents that are held by it or under its control.

There is no agency under the administrative control to which budget is allocated from RAKCON.

There is no subsidy programmes in RAKCON.

(A) Concessions granted by the College:

(i)   In admissions:

Various concessions that are available to various categories of students in admission to various courses are given in the bulletin of information.

· 22½ % of the total number of seats is reserved for candidates belonging to SC/ST (15% for SC and 7½ % for ST). Relaxation to the extent of 5% in the minimum marks is given to the candidates belonging to SC/ST to determine their eligibility and merit for admission to the concerned courses (except in courses having entrance tests). Further relaxation is given to the extent in order to fill up all the reserved seats.

· 27% of the total number of seats, course wise, is reserved for OBC candidates subject to the minimum eligibility for them being 10% less than that for General Category.

·5% seats are reserved for persons with disabilities candidates for admission to post graduate and under-graduate courses. Candidate has to satisfy/fulfil the norms stipulated by the University of Delhi.

·10% of the total numbers of seats are reserved for the Economically Weaker Section (EWS) as per the guidelines of Govt. of India. It will be taken up in phased manner.

·Five percent (5%) of seats are reserved for applicants under this category, for the Children/ widows/ wives of officers & men of the Armed forces including Admission may be offered to the Children/Widows of Personnel of the Armed Forces (Priority I to IX) including Para-Military Personnel (only Priority I to V), in the following order of preference:

 

Priority IWidows/Wards of Defence personnel killed in action.

 

Priority IIWards of Defence Personnel disabled in action and boarded out from service with disability attributable to military service.

 

Priority IIIWidows/Wards of Defence Personnel who died while in peace time with death attributable to military service.

 

Priority IVWards of Defence Personnel disabled in service and boarded out with disability attributable to military service;

 

Priority VWards of Serving/Ex-servicemen including personnel of police forces who are in receipt of Gallantry Awards.

· The college admits foreign students including those from Sikkim and Kashmiri migrants as and when recommended by the University.

·5 supernumerary seats reserved for students of Jammu & Kashmir under Prime Minister Special Scholarship Scheme of the Govt. of India on the recommendation of AICTE in Under-graduate courses.

NB : 1. The above reservations may vary with any decision taken by the University of Delhi, University Grants Commission and Ministry of Human Resource Department.

2. Details of such concessions are available in the admission brochures for respective courses.

(ii) in Fee Concession :

Academic

Various scholarships like National Scholarship Portal (2.0), E-District Scholarship, TNAI, DNC and PMSSS (J&K) are granted to students as per the guidelines of Government of India and Delhi Government.

Disable

As per University of Delhi the Persons With Physical Disabilities shall be waived off the fees payable including the examination fee and other University fees, except Admission fee, subscription towards Delhi University Students’ Union and Identity Card fee for pursuing Under-graduate & Post-graduate courses in the University or its Colleges.

(B) Concessions availed by the college: College avails concessions in excise and customs duties on the procurement of the vehicles etc. for the official purpose.

The citizens can obtain information from the college through correspondence, accessing its web site and through e-mail. The information related to admissions in various academic courses for general public disseminated occasionally through press releases, advertisements etc. The library of the College is open to nursing students of other colleges, with prior permission only, from 9:30 am to 6:00 pm Monday to Friday and 9.30 am to 1.30 pm on Saturday.

For the time being the rates are as under :-

iv) For inspection of records, no fee for the first hour; and a fee of rupees five for each subsequent hour (or fraction thereof)

v) If information is needed on a compact disk, subject to availability of information in soft form, the fee will be Rs.50/- per CD.

vi) So much of postal charge involved in supply of information that exceeds Rs.50/-.
